What does it mean in the DSLR lens instructions to stop down 1/3 a stop?
"Also a notch up from the econo zooms is a 7-blade medium-fast aperture that starts at f/3.5, goes to f/4 around 37mm and then to f/4.5 around 70mm. Stopping down at least 1/3 stop is recommended for good image quality though. "
What does this mean?
In short this means that you really need to do a little bit of reading on the photography basics. If you don't want your DSLR to be on par with a very expensive point&shoot camera - you really need to understand aperture, shutter speed, ISO, focal length and similar concepts along with some composition and lightning basics...
It's hard to explain completely in one short answer what these specs are if you don't know anything about these things above. In very few words - aperture is how wide the lens internal opening is as a ratio between the diameter of the opening to the focal length of the lens. The wider the aperture (smaller number) the more light goes in, allowing for shorter shutter speed and shallower depth of field (if you need it). The aperture listed on a lens is the MAXIMUM to which it can open. So your lens can go as wide as f/3.5 at fully zoomed out, then as focal length increases when you zoom in, the same physical hole size will yield f/4 aperture, and as you move along further it will get down to f/4.5.
Again, these numbers are MAXIMUM aperture at any given focal length. There is a special mechanism, which kind of looks like inverted flower petals (yours has 7 blades, or leaves - generally the more the better, the more expensive), which can make that hole artificially narrower, allowing for less light to go in. Usually the narrower an aperture, the sharper a lens will be. Hence the manufacturer recommends to stop down 1/3 a stop. That means when maximum is f/3.5 - use f/4, when maximum is f/4 - use f/4.5, when maximum is f/4.5 - use f/5.0 or smaller (in each case).
Again, above I had to use a lot of specific language to describe apertures, so you really need to learn a lot to fully understand what I just said, plus to actually be able to properly use it with your camera (hint - use aperture priority mode, but make sure you're not getting too long of a shutter speed to get motion blur).

P.S. Color saturation has nothing to do with it. Stopping down the aperture does not mean you have to underexpose, for as long as shutter speed is adjusted properly. It just means that most lenses perform their best slightly stopped down from their physically maximum apertures.
